Job Title: Wastewater Supervisor
Pay Classification: Full-Time (Exempt) at Range E49/E50 + benefits

Supervision: Oversees a Wastewater Treatment Lead, Collections Lead, Wastewater Mechanic, and three Utility Maintenance Workers.
FLSA Status: Exempt
Work Schedule: The employee typically works five (5) days a week, generally from 8 a.m. to 5 p.m. Due to the nature of the position, hours are subject to variability, including some evening, weekend, and holiday work.
Job Summary: The Wastewater Supervisor oversees the operation, maintenance, and regulatory compliance of the City of Seaside’s wastewater treatment facility, which has an average dry weather design capacity of 2.25 million gallons per day (MGD) and a maximum capacity of 6.75 MGD, as well as its associated collection systems. The Wastewater Supervisor ensures efficient operations, compliance with federal and state regulations, and implementing best practices in wastewater management.
Essential Functions:
- Supervision and Leadership:
- Direct, supervise, and evaluate the work of the Treatment Lead, Collections Lead, Facilities Mechanic, and other team members.
- Serve as Designated System Supervisor for the WWTP and Collection System.
- Provide training, mentoring, and professional development opportunities for staff.
- Establish individual and team performance goals and monitor progress.
- Conduct performance evaluations and address performance issues as necessary.
- Operational Oversight:
- Oversee daily wastewater treatment plant operations and collection systems, ensuring optimal performance and compliance with regulations.
- Develop and implement standard operating procedures and process control strategies.
- Conduct regular inspections to identify and address operational issues.
- Respond to and resolve operational, electrical, and mechanical problems promptly.
- Regulatory Compliance:
- Ensure compliance with all federal, state, and local wastewater treatment and discharge regulations, including those mandated by the Oregon Department of Environmental Quality (DEQ).
- Prepare and submit required reports, including Discharge Monitoring Reports (DMRs).
- Maintain accurate records of plant operations, maintenance, and compliance activities.
- Maintenance Management:
- Coordinate and oversee the maintenance and repair of equipment and facilities.
- Ensure adherence to preventive maintenance schedules.
- Work with the Facilities Mechanic to minimize equipment downtime and ensure the availability of critical spare parts.
- Budgeting and Procurement:
- Assist in the preparation of the department’s budget.
- Monitor expenditures and maintain budgetary controls.
- Oversee procurement of equipment, materials, and services in compliance with City policies.
- Manage contracts for external services, including maintenance and repairs.
- Safety and Training:
- Promote a culture of safety and ensure compliance with OSHA and City safety standards.
- Conduct safety training and ensure proper use of personal protective equipment (PPE).
- Investigate and report workplace incidents, implementing corrective measures as needed.
Minimum Qualifications:
- Education: High school diploma or equivalent; Associate degree in environmental science, engineering, or a related field is preferred.
- Experience: Minimum of five (5) years of progressively responsible experience in wastewater treatment, including two (2) years in a supervisory or lead role.
- Licenses/Certifications:
- Currently certified as an Oregon Grade II or higher Wastewater Treatment System Operator (or other US State equivalent)
- Currently certified as an Oregon Grade I or higher Wastewater Collection System Operator (or other US State equivalent)
- Other Requirements: Ability to respond to emergencies outside of regular work hours.
Knowledge, Skills, and Abilities:
Though duties may vary significantly with the various events and needs of the office schedule, general responsibilities are as follows:
- Technical Knowledge:
- Comprehensive knowledge of wastewater treatment processes, including primary, secondary, and advanced treatment systems.
- Understanding of collection system maintenance and operation, including pump stations and force mains.
- Familiarity with laboratory procedures and equipment for wastewater analysis.
- Regulatory Knowledge:
- In-depth understanding of applicable federal, state, and local wastewater regulations, including the Clean Water Act and Oregon DEQ requirements.
- Knowledge of safety standards and protocols in wastewater operations.
- Leadership and Management:
- Strong supervisory skills with the ability to lead, coach, and motivate a team.
- Proficiency in project management and resource allocation.
- Ability to establish and maintain effective working relationships with staff, contractors, and regulatory agencies.
- Problem-Solving and Decision-Making:
- Ability to identify operational problems and develop effective solutions.
- Skilled in analyzing data and making informed process control decisions.
- Capacity to prioritize tasks and manage multiple projects simultaneously.
- Communication Skills:
- Excellent verbal and written communication skills, including the ability to prepare clear and concise reports.
- Proficiency in public relations, with the ability to address public inquiries professionally.
- Technical Skills:
- Proficiency with SCADA systems and computer-based maintenance management software.
- Strong computer skills, including Microsoft Office Suite (Word, Excel, Outlook).
Work Environment: You will work in a dynamic and varied environment that combines administrative, operational, and fieldwork responsibilities. Administrative duties will primarily
occur in an office setting, where you will manage reports, schedules, compliance documentation, and team coordination. Operational tasks often involve laboratory work, testing to ensure quality standards are met, and monitoring equipment and processes around treatment ponds, tanks, a dryer, and other plant infrastructure.
Fieldwork is also an integral part of the role, requiring visits to pump stations, manholes, and other wastewater collection system components to oversee maintenance, troubleshoot issues, and ensure proper system functionality. The ability to lift 50 pounds and enter confined spaces is required for this position.
You and all employees in the Wastewater Division are also exposed to the risk of physical harm from hazards, including excessive noise, chemicals, fumes, dust, raw sewage, heavy equipment, and hand and power tools.
This role demands adaptability as you frequently transition between settings, helping to ensure effective and efficient wastewater system operation while upholding safety and environmental standards.
Salary: Exempt, full-time position @ $87,077 – $111,134 (DOE) + benefits.
