Salary: $49,670.40 – $50,835.20 Annually D.O.E
Location: Lakeside, OR
Job Type: Full-time, benefits, 40 hours per week (shifts may vary and/or include weekend work)

Lakeside is in Coos County, Oregon, along U.S. Route 101, about 1 mile inland from the Pacific Ocean. The city is 15 miles north of Coos Bay and 197 miles southwest of Portland.Lakeside borders Tenmile Lake and Tenmile Creek, which flows from the lake to the ocean.

POSITION SUMMARY:
The Utility Worker performs a variety of work in the operation, maintenance, and repair of the water system and district property. The Utility Worker responds to public inquiries and service requests as needed. The Utility Worker will carry out, to the best of his/her/their ability, all instructions, at all times, of the Superintendent and the Board of Commissioners.

JOB SPECIFICATIONS:

  • High school education or equivalent
  • Valid Oregon drivers’ license with acceptable driving record
  • Must pass Criminal History check
  • Six months of related experience preferred.
  • Worker must be in good physical, emotional and mental health to perform essential job functions.
  • Must reside within 20 minutes of the water plant location.

CERTIFICATIONS:

  • Water Distribution Level I (D1) or Water Treatment Level I (T1)
  • Any other certifications deemed necessary, as required by the State Health Department
  • Must be able to obtain an Oregon Health Authority Water Operator Certification Level 2 within 24 months.

Water Superintendent and Lakeside Water District Board of Commissioners

 

ESSENTIAL JOB FUNCTIONS:

Administrative Tasks

  • Maintain accurate records and logs of work performed including service orders
  • Analyze and conduct mathematical calculations, following laboratory procedures to make adjustments in the treatment of a water facility.
  • Compile records and reports in accordance with State and Federal rules and regulations
  • Comply with all Lakeside Water District policies, procedures and safety regulations
  • Assist in orienting or training new personnel; makes recommendations on improvements to job procedures

Field Tasks

  • Operates and maintains purification plant and pump stations
  • Monitors collection, production and distribution systems
  • Directly responsible for water production when on duty or in absence of the Superintendent
  • Maintains surveillance of water distribution, reservoir levels and filter effectiveness, calculating chemical dosage rates; applies this information to the effective operation of the system
  • Collects water samples and runs laboratory tests daily and as needed
  • Reads and charts data from meters and gauges, preparing daily reports and other required reports
  • Adjusts valves, pumps, and other equipment for correct operation
  • Completes repairs and maintenance of district buildings and grounds.  Participate in organizational management of warehouse
  • Locate, identify and mark distribution system facilities, including valves, fire hydrants and blow-offs
  • Flushes water mains and dead-end lines based on water sample results and a flushing schedule
  • Responds to flow and pressure related concerns
  • Repairs water main breaks, replacing broken pipes, connecting new pipes to existing pipes
  • Installs customer service lines and water valves in a variety of sizes appropriate to customer’s water meter and completes repairs of water valves in various sizes.
  • Inspects, maintains, tests, and removes water meters.
  • Operate service trucks; routinely inspect and perform minor maintenance on assigned vehicles. Assists with transporting vehicles to repair shops.

REQUIREMENTS OF WORK:

  • Ability to learn, within a reasonable period of time, the procedures for reading water meters and the locations of streets in the city
  • Ability to accurately retrieve and record information in an electronic device
  • Ability to read and interpret maps of the city and/or water utility systems
  • Ability to use hand tools, portable power tools, and equipment needed in maintenance and repair work.
  • Ability to replace a residential meter.
  • Basic understanding of all aspects of utility construction including, but not limited to, excavation, shoring, laying and testing of water lines.
  • Ability to work outdoors in inclement weather and tolerate the occasional threat of unfriendly pets/animals in the community.
  • Ability to work in confined spaces, such as vaults, while wearing the appropriate safety equipment.
  • Ability to work while on hands and knees.
  • Ability to push/pull up to 70 pounds of force and lift and carry bulky items weighing up to 60 pounds
  • Ability to walk up to five miles, occasionally over rough or uneven terrain, over a period up to 6 hours daily, stopping, squatting, and straightening as needed to read meters, record information, and continue walking
  • Ability to work on a team, and independently without supervision.
  • Ability to communicate clearly and effectively, both orally and in writing
  • Must be physically able to access and egress trenches, manholes and lift stations as well as water reservoirs and towers.
  • Ability to accommodate a weekend or variable shift and/or be on 24-hour emergency call when assigned as part of a rotation.
  • Ability to travel out of town for job related training or delivery/pickup of vehicles and/or equipment.
  • Ability to develop and maintain effective working relationships with associates, representatives of outside agencies, and the public, in a tactful and courteous manner

TOOLS AND EQUIPMENT USED:

  • Variety of hand tools, hand-held power equipment, light and medium duty vehicles and equipment.

WORKING CONDITIONS AND ENVIRONMENT:

  • The working environment will vary from extreme outdoor conditions to indoor job duties. This position regularly works outside year-round in all weather conditions.
  • The noise level in the field environment is usually moderate, except when operating hand-held power equipment.
