Job Description:
The Oregon Military Department (OMD) is a state agency that supports the Oregon National Guard. You are NOT required to be a member of the Oregon National Guard to apply for this position.
The Oregon Military Department is recruiting for a Natural Resources Specialist 3 (Fresh Water Supply Operator). This is a permanent full-time state position located at The Rees Training Center in Hermiston, Oregon.
This position is represented by the American Federation of State, County and Municipal Employees’ (AFSCME) union.

What You Will be Doing
Employee is in Direct Responsible Charge of the Rees Training Center water treatment and supply system. Employee is required to be a subject matter expert in water supply, treatment, and distribution processes and technology. Employee manages and has day-to-day responsibility for a major, interdisciplinary, and complex water supply, treatment and distribution operation for a National Guard Training Center and functions as a team leader to fulfill program responsibilities in a field and operating plant setting. Employee makes complex and highly technical analyses, evaluations, calibration, and measurement techniques with routine and frequent contact with Training Site Manager AGI-E Water Quality Program Manager, and regulatory agencies.
Employee maintains knowledge of applicable Federal and State laws, rules, regulations, Army and National Guard Bureau requirements as well as general industry professional standards. Employee operates the installation water supply system and typical assignments independently. Employee determines day to day priorities, methods, and activities to ensure the installation water supply system is compliant with all applicable laws, rules, regulations, and directives. Water system regulatory compliance enables reediness of Oregon National Guard units training at the installation.
Ensures safe drinking water is supplied throughout the installation in accordance with regulatory requirements including the Safe Drinking Water Act, Federal regulations, State regulations, Army and National Guard Bureau requirements.
Tracks and assesses water withdrawal, supply, treatment and distribution throughout the installation. Coordinates with and supports AGI-E Water Quality Program Manager to obtain and maintain required operating and withdrawal permits. Conducts required monitoring, testing, calibrating and reporting. Implements permit requirements and conditions. Prepares and maintains required plans and reports. Performs required studies/surveys to evaluate quality control, treatment processes, suitable alternatives, and best management practices. Coordinates and conducts required maintenance of water supply system including but not
limited to flushing, valve exercising, inspection of backflow preventors, and equipment replacement.
Employee maintains current knowledge of regulatory requirements for drinking water, drinking water treatment technologies; current permit requirements; and other applicable information; and must have and maintain Oregon Health Authority Small Water System (SWS) operator certification and Oregon Department of Environmental Quality wastewater operator certification for Treatment Class 2 and Collection System Class 1, or be able to obtain these licensures within timeframe established by the Oregon Military Department.
Employee executes projects, monitors contractor performance, maintains regulatory and operational records; provides technical assistance to others, prepares and conducts training, and frequently represents the Agency at meetings with federal, state, and local regulatory agencies, National Guard Bureau, and other Agency directorates and personnel.
Working Conditions
Incumbent works in a politically sensitive setting under own initiative and supervision by the Construction and Facilities Maintenance Supervisor 2. Frequent coordination with supervisor is mandatory to ensure systems are operated effectively and aligned to mission requirements. Work is conducted in a combination office and field environment with field work subject to possible inclement weather conditions, the presence of environmental safety and occupational health hazards, loud noises, hazardous chemicals and the presence of air contaminants. As the on-site expert and primary operator of the water system, considerable extra hours may be required during emergency operations. This position may be required to work an alternate work schedule. Operates motor vehicles. Must have knowledge to know when, where and how to properly wear and maintain personal protective equipment and comply with all safety practices and requirements at all times. Regular attendance is an essential function required to meet the demands of this job and to provide necessary services. What You Need to Qualify
Three (3) years of experience in environmental, municipal Water Supply or wastewater operations, environmental Science, Natural or Earth Science, Geography or related field, or substantial experience in developing and implementing environmental protection, compliance or monitoring programs.
NOTE: At least one (1) year of the experience must be at a technical or professional level performing activities in a natural resource program such as researching and analyzing data, conducting investigations, applying pertinent laws and regulations, or coordinating and monitoring project activities.
-AND-
A Bachelor’s Degree in Environmental Science, Geography, Natural or Earth Science or related field, or three (3) additional years of related (pertinent) experience.
NOTE; A Master’s Degree in Environmental Science, Geography, Natural or Earth Science or related field will substitute for up to one (1) year of the required experience.
NOTE; A Doctorate degree in Environmental Science, Geography, Natural or Earth Science or related field will substitute for up to two (2) years of the required experience.

Additional Requirements
- Must possess and maintain a valid driver’s license and acceptable driving record.
- Must be certified by Oregon Department of Environmental Quality for wastewater treatment plant operations at the following levels: Treatment System Class 2 and Collection System Class 1.
- Must be certified (or capable of obtaining certification within 18 months of employment) by Oregon Health Authority as a Water Treatment 2 and Water Distribution 1 system operator in Direct Responsible Charge.
- Must obtain and maintain OSHA HAZWOPER Supervisor Training certification within 12 months of start date.

Excellent customer service skills and the ability to communicate effectively verbally and in writing.
Develop rapport and deal effectively with regulatory agency personnel.
Conditions of Employment
As a condition of employment, employee must have and maintain a favorable Criminal background History check and be able to obtain and maintain a favorable Department of Defense National Agency Check with Inquiries (NACI) Suitability Determination.
