ABOUT US
Wood Village is the ideal base camp to live, work and play in the Portland area. We are the portal to the region, 15 minutes to PDX, 20 minutes to downtown Portland, 1 hour 20 minutes to Mt. Hood, and bordered between Troutdale, Fairview, and Gresham. Wood Village includes a town center with over 360,000 square feet of retail shopping, fast food outlets, convenience stores, restaurants, fuel, lodging, RV specialty support, and most importantly, a friendly small-town environment in the midst of the metropolitan area.

The City is a planned, full-service community and managed in a Council-Manager form of government. The five-member City Council is elected to four-year terms on a staggered basis and selects one of its members to serve as Mayor for a two-year term. Operational responsibilities are divided into Finance, Public Works, and Administration. We’re a team of 16 staff with a fiscal year budget of $13.8 million and an operating budget of nearly $5.8 million. Services like public safety, fire, building inspections, emergency communications, legal, planning, engineering, recreational, and maintenance are contracted out.

UTILITY I | $23.79-30.38/hour
UTILITY II | $26.23-33.49/hour

THE IDEAL CANDIDATE
DUTIES & RESPONSIBILITIES
The City is committed to investing in your future. As a Utility Worker, you will gain hands-on experience and develop certifications across multiple public works systems, including water distribution, wastewater, stormwater, and streets. All required training and certifications are provided and paid for by the City. This role offers the opportunity to learn, grow, and contribute to a small, dedicated team responsible for maintaining essential City infrastructure and community spaces.

KEY RESPONSIBILITIES

  • Operate, maintain, and repair water, sewer, stormwater, and street systems.
  • Inspect, clean, and repair sewer and water lines, drainage culverts, catch basins, sidewalks, curbs, gutters, and street surfaces.
  • Perform snow and ice removal, sanding, and plowing as needed.
  • Operate light and heavy equipment (e.g., mowers, trucks, backhoe/loader) and interface with SCADA systems.
  • Maintain City-owned buildings, parks, and community spaces through tasks such as painting, plumbing, carpentry, landscaping, pressure washing, litter removal, graffiti cleanup, and restroom upkeep.
  • Perform routine maintenance on vehicles, tools, and equipment; maintain accurate records.
  • Provide courteous, professional customer service to residents and visitors.
  • Support other City departments as needed and contribute to program development and planning.
  • Perform additional tasks as assigned to meet City needs.

SKILLS, KNOWLEDGE, AND ABILITIES
The City values employees who are eager to learn and grow and will train the right person. Candidates should meet the following minimum experience and, ideally, have some preferred experience:

MINIMUM EXPERIENCE

  • Ability to follow safety procedures and use protective equipment for tasks such as confined space entry, traffic control, and trench safety.
  • Understand and carry out verbal and written instructions.
  • Communicate effectively with coworkers, contractors, and the public.
  • Perform basic math calculations.
  • Maintain clean and organized work areas and demonstrate professionalism.
  • Ability to learn job-related skills through training and observation.
  • Basic computer skills for data entry and recordkeeping.

PREFERRED EXPERIENCE

  • Experience or training in public works operations (water, wastewater, stormwater, streets, parks).
  • Knowledge of construction and maintenance methods, materials, and tools.
  • Familiarity with carpentry, painting, plumbing, electrical, and equipment repair.
  • Ability to operate light and heavy equipment.
  • Experience with SCADA systems or programmable logic controls.
  • Strong customer service skills and ability to respond effectively to varied conditions.
  • Demonstrated ability to work as part of a team and contribute to a positive work environment.

THE IDEAL CANDIDATE
MINIMUM QUALIFICATIONS

If you don’t already have the required certifications, the City will provide and pay for all training and certifications you need after hire. Once you complete the required training and certifications for Utility Worker II, you’ll earn an automatic promotion from Utility Worker I, reflecting the City’s commitment to your career advancement.

Utility Worker I
A high school diploma or GED and one (1) year of experience in general maintenance and construction, or public utilities, or equivalent education and experience.

  • Current state issued Class C Driver’s License or the ability to obtain one upon hire.
  • CPR/First Aid card or the ability to obtain within six (6) months of hire date.
  • Traffic Flagger Certification or the ability to obtain within six (6) months of hire date.
  • Confined Space Entry Safety Awareness Certification or the ability to obtain within six (6) months of hire date.
  • Oregon Water Distribution Level I Certification or the ability to obtain within eighteen (18) months of hire date.

Utility Worker II
Two (2) additional years of experience in general maintenance and construction, or public utilities, or equivalent education and experience. Must also meet all minimum qualifications for Utility Worker I, in addition to:

  • Competent Trenching and Shoring Certificate or the ability to obtain within twelve (12) months of hire date.
  • Current Oregon Water Distribution Level I Certification.
  • Current Oregon Wastewater Collection System Level I Certification.

ADDITIONAL INFORMATION
Must be available for rotating 24-hour on-call duty and live within 30 minutes of the worksite.

PHYSICAL/MENTAL DEMANDS & WORKING CONDITIONS
Physical Requirements: This position involves frequent standing, sitting, reaching, and handling tools and equipment. Work requires mobility over varied terrain and the ability to lift and move materials up to 60 pounds. Duties include operating light equipment and using hand and power tools such as weed trimmers, brush cutters, chainsaws, and shovels. Manual dexterity and coordination are essential.
Vision Requirements: Close and distance vision, color vision, and the ability to adjust focus are necessary for safe and effective performance.
Work Environment: Approximately 75% of work occurs outdoors in all weather conditions, including rain, snow, ice, heat, and cold, with temperatures ranging from 0°F to over 100°F. Reasonable accommodations may be made to enable individuals with disabilities to perform essential functions.
