DEFINITION
The Public Works Director manages the operations of the Public Works Department serves as the System Supervisor for the wastewater collection and treatment system, and ensures regulatory compliance with all departmental activities. Works under the supervision of the City Administrator supervises subordinate personnel and exercises independent judgment as part of regular duties. The employee is part of the executive team providing strategic planning and input on policy recommendations to the City Council.
SUPERVISION RECEIVED AND EXERCISED
Reports to and receives directions from the City Administrator. Exercises direct supervision over subordinate personnel including the Public Works Supervisor.
ESSENTIAL JOB FUNCTIONS Duties may include but are not limited to the following and dependent on certifications.
General Duties:
- Review of the public infrastructure portion of development plans for commercial and subdivision plans in compliance with state and local regulations and professional standards.
- Construction observation of public infrastructure projects and developments.
- Know and comply with all laws, policies, procedures, and safety practices as these relate to employment conditions and job duties.
- Perform job duties safely and efficiently that protects the employee, coworkers, and the public.
- Monitor data concerning operations and compliance of water and wastewater systems.
- Evaluate options for design and funding and make recommendations for public improvements.
- Maintain effective working relationships with staff, outside consultants, vendors, and regulatory agencies.
- Exercise tact and confidentiality in matters involving personnel and other sensitive issues.
- Ability to communicate effectively verbally and in writing and ability to present information and facilitate a group discussion in a variety of public forums including City Council and Planning Commission meetings, public hearings, and neighborhood association events.
- Provide frequent public interaction and at all times provide friendly and respectful customer service.
Wastewater Treatment Plant Operator
- Manage and maintain the wastewater treatment plant in compliance with state and federal regulations.
- Directly supervise staff assigned to the wastewater treatment plant.
- Act as project manager for wastewater treatment facilities projects.
- Maintain proper certification level to operate treatment plant.
- Serve as Wastewater System Supervisor for the City of Lafayette.
- Will be responsible for training all staff on proper operation and procedure of the treatment facility.
QUALIFICATIONS
To perform this job successfully, an individual must be able to satisfactorily perform the essential job functions with or without accommodation. The requirements listed below are representative of the knowledge, skills, and/or abilities required, depending on skills and experience. Successful completion of a physical exam may be required.
General:
- Knowledge of Oregon Revised Statutes and Administrative Rules governing municipal public works and competitive bidding requirements.
- Preference for familiarity and professional relationships with ODOT, OHA, DEQ, Oregon Drinking Water Services, and Oregon Water Resources Department.
- Supervisory experience in the public sector.
- Experience managing capital improvement projects and programs preferred
- Any combination of education and experience is necessary to provide the minimum required knowledge, skills, and abilities.
- First Aid and CPR certification.
- A valid State of Oregon Driver’s License is required within 60 days of hire if from out-of-state
- Ability to obtain Water Treatment Level 1 and Water Distribution Level 2 certifications according to the experience and education levels stated by the Oregon Health Authority (OHA)
- Experience using and managing a SCADA-monitored utility system
Wastewater Treatment Plant Operator:
- Minimum 8 years experience in wastewater treatment with at least 4 years as a Class 2 or Higher
- Experience in reporting to regulatory agencies.
- Have Level 3 certification in wastewater treatment from Oregon DEQ. Must obtain Level 2 in wastewater collections, and cross-connection specialist within 12 months

While performing the duties of this job, the employee is frequently required to do the following: stand; walk; sit; use hands to finger, handle, or feel; reach with hands and arms; talk; and hear. Manual dexterity and coordination are required while operating equipment such as computer keyboards, calculators, and standard office equipment. The employee is occasionally required to climb or balance and must occasionally lift and/or move up to 20-25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
