The City of Newport is seeking a professional, experienced, and dedicated individual to fill the position of Public Works Director. This position will be responsible to direct, oversee, and supervise the operations and maintenance of the city’s infrastructure. The infrastructure includes water treatment and distribution, sewer collection and treatment, storm drainage facilities, streets, and city buildings. Implement the policies and goals of the city and report needs and progress to the Council, both in-person and through subordinate staff. Perform responsibilities as outlined in the Newport Municipal Code. Set standards, goals, and performance expectations.
A sign-on bonus of $7,500 will be paid after a full three months of employment, subject to signing a repayment agreement. Repayment of 100% of the bonus if resignation occurs within the first year of employment, and 50% repayment of the bonus if resignation occurs within the first two years of employment.
Placement in the salary range will be based on the knowledge, skills, experience, training, and education of the person hired.
MINIMUM/MANDATORY EDUCATION AND EXPERIENCE REQUIREMENTS:
Any equivalent combination of education and experience that provides the applicant with the knowledge, skills, and abilities required to perform the duties as described. A typical way to obtain the knowledge, skills, and abilities would be a Bachelor’s Degree AND five (5) years increasingly responsible experience in public works management, construction, or a related field, with four (4) years administrative and supervisory responsibility required. A combination of an Associate’s Degree and seven (7) years directly related experience in public works management will be considered.
A Bachelor’s Degree in Civil Engineering, Construction Management, Public Administration, or related field is desirable.
Residency within 30 miles of Newport City Hall is required for this position.
KNOWLEDGE: Working knowledge of operational principles for water treatment and wastewater treatment, hydraulics, hydrology, environmental science, streets, pavement maintenance, and traffic control. Knowledge of the requirements to procure goods and services. Management skills to analyze programs, policies, and operational needs. Principles and procedures of facility maintenance. Principles and practices of municipal budget preparation and administration. Principles and techniques of supervision, training, conflict resolution, team building, and performance evaluation. Knowledge of occupational hazard and effective/proper safety standards, practices, and procedures related to equipment operation, heavy labor, and the use of hand and power tools and equipment. Familiarity with the operations, materials, methods, techniques, and federal and state guidelines used in wastewater collections, treatment, and distribution, as well as construction and maintenance of streets and parks.
SKILLS: Skills in management and direction of Public Works personnel, project evaluation and planning successful completion of projects and tasks. Skill in the use of personal computers, various related software programs, and standard office equipment. Strong time management, analytical, organization, and prioritization skills. Customer service orientation and skills. Effective management and team-building skills, conflict resolution, and strong leadership. Exceptional interpersonal skills and strong oral and written communications skills with a variety of audiences. Competence in business English, spelling, and punctuation. ABILITIES: Ability to establish and maintain an effective working relationship with city management, employees, Council members, other entities, and the public. Ability to effectively supervise staff. Plan, organize, direct, coordinate and accomplish work by staff. Supervise, train and evaluate staff. Delegate authority and responsibility. Determine the feasibility of undertaking various municipal projects with Public Works staff. Identify and respond to community issues, concerns and needs. While performing the duties of this position. the employee is frequently required to sit, stand, bend, kneel, stoop, communicate, reach, and manipulate objects. The position requires mobility, including the ability to frequently lift or move materials up to 20 pounds, and occasionally lift or move materials up to 100 pounds. (50 lbs. in Engineering) The position requires the ability to operate a motorized vehicle. Manual dexterity and coordination are required about 50% of the work period while operating such equipment as computers, keyboards, telephones, standard office equipment, maintenance equipment, and motorized vehicles. Physical exertion may be required to move heavy objects, crawl through tight spaces, and kneel in confined areas. Physical effort may be required to perform heavy manual labor in confined and cramped spaces and uncomfortable conditions, climb ladders, bend, reach, and stand for long periods.
Working Conditions/Work Environment:
Work location is an equal distribution between outdoors and indoors. Indoor work occurs under usual office working conditions. Outdoor work may involve exposure to dust, mud, uneven terrain, loud noises, confined spaces, and varying and extreme weather conditions. The employee is exposed to the risk of physical harm from hazards found in the field environment.
The employee is subject to 24-hour call back for emergencies.
