Finance Manager

Seal Rock Water District

Salary: $90,188.80 to $107,203.20
Location: Seal Rock, OR – Central Oregon Coast

About the Position:
Seal Rock Water District (SRWD) is seeking a seasoned and strategic Finance Manager to lead and oversee the District’s financial operations. As a key member of our management team, the Finance Manager will play a critical role in advancing SRWD’s mission through sound financial stewardship, compliance, and long‐range planning. This position directs all financial activities, including budget development, audits, utility billing, payroll, debt management, and investment oversight. The Finance Manager also supervises office personnel and leads internal controls to safeguard ratepayer resources. SRWD offers a collaborative environment, meaningful public service, and the opportunity to make a lasting impact on the region’s water infrastructure.

Key Responsibilities:

  • Develop and administer annual budget in compliance with GAAP, GASB, and Oregon Local Budget Law.
  • Prepare financial reports, oversee audits, and ensure regulatory compliance.
  • Supervise accounting, payroll, billing, collections, and investment management functions.
  • Lead financial planning and forecasting in coordination with the General Manager and Board.
  • Oversee customer service operations and staff performance.
  • Participate in rate‐setting processes and capital project financing, including bond management.
  • Evaluate and improve financial software systems and processes for efficiency.

Minimum Qualifications:

  • Bachelor’s degree in accounting, finance, public administration, or a related field.
  • A minimum of seven (7) years of progressively responsible experience in financial management, including at least three (3) years in a supervisory role.
  • Demonstrated experience in public sector accounting, budgeting, and financial reporting.
  • Proficiency with financial management systems and knowledge of Oregon Local Budget Law.

Preferred Qualifications:

  • CPA certification or Master’s degree in a related field (MPA, MBA, etc.).
  • Experience in a water utility or similar special district or public service environment.
