General Statement of Duties

Please note, interviews for selected candidates will be held the morning of July 9 at Dallas City Hall.

Manages and assists the Public Works Director in planning, organizing, directing, budgeting and staffing the Public Works Department, including water, sewer, street, stormwater, traffic control, fleet maintenance, and other public works projects. The work includes personnel management, policy administration, and community partnership development. Oversees complex projects and initiatives as assigned by the Public Works Director. Provides support to the Public Works Director on issues that cross division lines and manages system-wide projects. Prepares, administers, and monitors budgets, ensuring fiscal management and program accountability.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Evaluates, develops, and implements programs, policies, and procedures to improve the effectiveness and efficiency of the divisions.
  • Supervises assigned operations to achieve goals within available resources; plans and organizes workloads and staff assignments; trains, motivates and evaluates assigned staff, providing support as needed; reviews progress and directs changes as needed.
  • Works with consultants and contractors on major Public Works projects including tracking timelines and invoices, and ensuring compliance with contractual obligations.
  • Gathers, interprets, and prepares data for studies, reports and recommendations; coordinates department activities with other departments and agencies as needed.
  • Receives and responds to public or other inquiries relative to department policies and procedures.
  • Attends City Council, committee, board, and/or other groups or meetings when required, providing input and receive direction or other information.
  • Formulates short and long range plans to meet needs in areas of responsibility.
  • Staffs City advisory boards, as assigned.
  • Assures that assigned areas of responsibility are performed within budget; performs cost control activities; helps prepare annual budget request, including capital improvement planning; assures effective and efficient use of budgeted funds, personnel, materials, facilities, and time.
  • May prepare progress reports on the department to the Public Works Director on assigned operations  programs and projects.
  • Acts as a liaison with state and federal agencies regarding projects and departmental functions. Provides technical assistance to subordinates, including on state and federal regulations (e.g. floodplain permitting).
  • Supervises and ensures adequate training of staff to ensure compliance with all local, state, or federal rules and regulations pertaining to the assigned divisions. These could include parks, recreation programs and facilities, aquatic programs and facilities, and permitting, project management, and environmental services, water treatment and distributing system, sewer collections system, street maintenance, and/or storm water management.
  • Responsible for researching, writing and administering grants for various Public Works projects, as well as finding other alternate sources of funding.
  • Assists in the preparation of engineering plans and specifications, bidding, competency requirements of contractor and vendors, and the selection criteria for public contracts’ participates in evaluating and selecting contractors and vendors as assigned.
  • May serve as contract administrator for contracted engineering projects; assists in bid development and contract conditions; oversees budgeting; processes pay requests; verifies project scheduling; attends progress meetings; prepares reports and submits grant expenditures for reimbursement.
  • Assists in reviews and updates of sanitary sewer, water, storm drainage, and street system maps, data bases, and comprehensive plans. Monitors and implements the Sewer, Stormwater, and Water Master Plans. Recommends adjustments as necessary.
  • Works with staff to update and prepare required safety programs; coordinates safety committee; recommends training; participates in safety audits; and makes recommendations for improvements.

Knowledge, Skills, and Abilities

  • Excellent oral and written communication skills, including public speaking skills. Ability to write clear and concise staff reports;
  • Working knowledge of the principles and practices of modern public works administration, public contracting rules and bid procedures;
  • Excellent leadership, problem solving, decision-making, organizational, and interpersonal skills;
  • Ability to develop and monitor budgets and perform short and long-range planning;
  • Ability to effectively organize multiple tasks and projects and analyze complex information; and
  • Ability to delegate, supervise, and review the work of subordinate staff.

Minimum Qualifications

  • Graduation from an accredited four-year college or university with a degree in Public Administration, Business Administration, Engineering, or a closely related field that provides the required knowledge, skills and abilities necessary to perform the essential functions of the position.
  • Minimum four (4) years of increasingly responsible work experience in public works, or a related field including at least two years of supervisory experience.
  • Experience in building and maintaining partnerships with other agencies
  • Any equivalent combination of relevant education and experience.

Special Qualifications
Must possess a valid state driver license or have ability to obtain one prior to employment for travel among City worksites, off-site meetings and presentations and have the ability to work some weekend or evening hours.

Certificate of Registration as a Professional Engineer issued by the State of Oregon, or the ability to obtain such certificate, is not required but highly desirable.
