Position Description & Duties

What You’ll Do:

  • Lead and mentor a team of field personnel, providing training in work and safety procedures.

  • Oversee sewer line cleaning, video inspections, and routine maintenance of the sanitary and storm sewer systems.
  • Operate and instruct others on the use of heavy construction equipment, including high-pressure sewer jets and Vactor trucks.
  • Create and enforce standard operating procedures for the division.
  • Maintain records using OLWS’s work order tracking and asset management programs.
  • Coordinate and assist in emergency responses, ensuring timely and effective resolution.
  • Respond to public inquiries and address concerns related to field operations.
  • Manage fleet and equipment maintenance, including scheduling, purchasing, and replacements.
  • Participate in budget development, capital planning, and staffing decisions.

 

Minimum Qualifications

 

  • Four (4) years of progressively responsible program-related experience; two (2) years of team leadership preferred.

  • Associate’s Degree in Water Environmental Technology or related field preferred.

  • Wastewater Collections Level III certification or ability to obtain within 6 months of hire.

  • Valid Oregon Class A Commercial Driver License or ability to obtain within 6 months of hire.

  • OSHA Confined Space and Competent Person Certification, and Traffic Control Certification.

  • Excellent communication, interpersonal, and problem-solving skills.

 

Knowledge of: 

  • Supervisory theories and principles.
  • Technical knowledge of public works related systems.
  • State and federal laws governing utility services.
  • Reporting responsibilities to regulating agencies.
  • Construction and safety standards.
  • Problem resolution techniques.
  • Personal computers and related software applications, including asset management programs.

Skills and Abilities to: 

  • Plan and clearly direct field crew work to expected result.
  • Train, coach and give performance feedback.
  • Resolve conflict in an appropriate manner.
  • Assist in the preparation of budgets.
  • Track and record expenditures.
  • Manage contracts.
  • Write reports.
  • Promote positive public relations.
  • Provide good customer service.
  • Comply with safety requirements of the position and actively promote safe work practices.
  • Communicate effectively with coworkers, management, elected officials and the general public, and display excellent interpersonal skills and awareness of controversial and/or sensitive issues.
  • Operate and adjust SCADA systems.
  • Interpret construction plans.
