What you will do!
You will plan, coordinate, and oversee all of DEQ’s water quality monitoring projects and programs including but not limited to toxics monitoring, groundwater, TMDL, harmful algal blooms, and biological monitoring projects in support of the Laboratory Division’s mission and goals.
As a State supervisory manager, you will be expected to develop proficiency in, as well as model to others, these competencies: Proactive communication, Innovation, Intentional Engagement, Mentoring & Developing Others, Stewardship, and Business Acumen.
These competencies are demonstrated by:
- Ensuring staff are supported and have the tools, learning, and equipment necessary to perform their duties.
- Coaching, mentoring, and motivating staff; meeting regularly with staff to provide leadership, guidance, and feedback, and to encourage skill development and career growth.
- Setting clear work objectives, goals, and expectations for staff; evaluating performance and addressing performance in a timely manner.
- Building team cohesion; encouraging collaboration and ensuring staff are cross-trained.
- Working with other DEQ Program managers and staff and external partners to identify water monitoring needs and to communicate DEQ Water Quality Monitoring activities, projects, and programs.

- Knowledge and experience with state and federal contracting rules, requirements, grants, and agreements.
- Experience working with local, state, and federal partners on water quality issues
- Demonstrated ability to advise executives and other decision-makers; excellent verbal and written communication skills; skill, tact, and communication abilities necessary to act as a spokesperson for the Laboratory Water Quality Monitoring section and the Agency.
- Experience in an environmental or public health laboratory setting.
- Supervisory management experience in a government agency or organization; management experience with a union represented employer.
- Ability to be resourceful and pay attention to detail; ability to switch priorities or projects seamlessly; ability and skill to manage complex projects with many stakeholders and multiple deliverables within resource constraints.
- Experience in strategic planning, plan implementation, and change management.
- Ability and experience managing human, financial, and informational resources in a manner that instills employee and public trust and accomplishes the organization’s mission.
- Proven experience fostering teamwork among subordinates; experience coaching, mentoring, and motivating subordinates.
- Public policy, project management, and program development experience; demonstrated ability to evaluate environmental programmatic priorities with both statewide and national implications; demonstrated ability to lead technical and program development teams using data collection, goal setting, measure design, and report development to address statewide environmental challenges and opportunities.
Minimum Qualifications: 6 years of supervision, management, or progressively related experience or 3 years of related experience and a Bachelor’s degree.

This is a full-time, management service supervisory position.
Work is performed primarily in an office setting within an Environmental Laboratory with occasional travel for fieldwork. The position is not fully remote, however, opportunities may exist for some portion of work to be conducted at an alternate work location pending approval by DEQ Manager. Work has the potential for exposure to chemicals, heat, cold, steep or unstable surfaces, stairs, bending, stooping, and lifting. This position requires occasional travel on State business for meetings, trainings, conferences, and public hearings, some of which may include overnight stays.
