This position performs a variety of administrative, supervisory and maintenance work in the operation, construction, repair, maintenance, and replacement of City water distribution and water treatment facilities and systems.
- Supervises assigned operations to achieve goals within available resources; plans and organizes workloads and staff assignments; trains, motivates and evaluates assigned staff, reviews progress and directs changes as needed.
- Gathers, interprets, and prepares data for studies, reports and recommendations; coordinates department activities with other departments and agencies as needed.
- Assures that assigned areas of responsibility are performed within budget; performs cost control activities; helps prepare annual budget request; assures effective and efficient use of budgeted funds, personnel, materials, facilities, and time.
- Determines work procedures, prepares work schedules, and expedites workflow; studies and standardizes procedures to improve efficiency and effectiveness of operations.
- Issues written and oral instructions; assigns duties and examines work for exactness, neatness, and conformance to policies and procedures.
- Performs or assists subordinates in performing duties.
- Lays out daily work schedules and assigns appropriate materials, methods, tools, equipment, and tasks to individuals and crews.
- Provides necessary supervision, direction, and assistance to crews at work sites. Enforces policies, regulations, and safety and health standards.
- Determines, calculates and secures the appropriate materials, supplies, and equipment for a specific project.
- Oversees the safety of assigned workers, projects and equipment by instructing individuals in proper safety procedures.
- Assists in projecting needs for equipment, materials and supplies. Assists in the preparation of specifications, estimates, bids for machinery, equipment, and contractor services.
- Inspects, cleans and maintains pump stations and reservoirs.
- Prepares and maintains daily, monthly, and annual reports and records, as assigned.
- Assigns, supervises and participates with work crews in the repair, maintenance and construction of water lines and appurtenances.
- Assists in the inspection of the city water reservoir, taking water samples and reporting findings to the State Board of Health.
- As a Foreman in the Public Works Water Department, employee is considered a “First Responder” which is considered essential personnel. This means in the event City offices close due to inclement weather, etc., employee is still required to report to work for scheduled shift, as well as any overtime or extra hours required.
Knowledge, Skills, and Abilities
- Thorough knowledge of equipment, facilities, materials, methods and procedures used in public water supply, water distribution systems and water treatment systems.
- Skill in operation of the listed tools and equipment.
- Ability to interpret plans and specifications; ability to understand and resolve a variety of complex problems; ability to guide, direct and motivate employees; ability to operate and maintain various equipment used in water maintenance and repair such as backhoe, dump trucks and sewer cleaners; ability to organize and supervise the activities of various crews performing construction and maintenance work; ability to communicate effectively, verbally and in writing; ability to establish and maintain effective working relationship with employees, other departments and the public.
Minimum Qualifications
- Graduation from high school or GED equivalent, and
- Three (3) years of experience relating to the construction, repair and maintenance of water, sewer, street, or storm drainage systems including the operation of related maintenance equipment, or
- Any equivalent combination of education and experience.
Special Qualifications
- Must possess or be able to obtain by time of employment a valid Oregon Driver License;
- Commercial Driver License (Class B) required within 3 months of employment;
- Certification from the State of Oregon as a Water Distribution Operator II
ADVANCED QUALIFICATION INCENTIVE
Position is eligible for a 2% incentive for possession of a Water Distribution III Certification from the State of Oregon.
