PURPOSE:
The City of Newport is seeking an experienced, dedicated, and professional individual to fill the position of Wastewater Treatment Plant Supervisor.
The City is offering a $7,000 sign-on bonus to be paid at the end of the first full payroll cycle, AND, a $7,000 retention bonus paid after working 12 full months for the City of Newport, subject to a repayment agreement if the individual leaves employment within two years from the date of hire.
This position is responsible for the control and direct the wastewater treatment plant facility by monitoring the daily operations of the plant and its employees. Ensure clean wastewater effluent in conformance with the city’s NPDES permit and DEQ standards. Plan, organize, and supervise the operation, repair, and maintenance of the wastewater treatment plant.
QUALIFICATIONS:
MINIMUM/MANDATORY EDUCATION AND EXPERIENCE REQUIREMENTS:
Any equivalent combination of education and experience that provides the applicant with the knowledge, skills, and abilities required to perform the duties as described. A typical way to obtain the knowledge, skills, and abilities would be an Associate’s Degree in Wastewater Technology, or equivalent training and education, AND seven (7) years related experience, AND a minimum of four (4) years’ experience in a supervisory capacity.
KNOWLEDGE: Knowledge of the general principles of wastewater treatment, hydraulics, hydrology, and environmental science. Knowledge of occupational hazard and effective/proper safety standards, practices, and procedures related to equipment operation, heavy labor, and the use of hand and power tools and equipment. Familiarity with the operations, materials, methods, techniques, and federal and state guidelines used in wastewater collections.
SKILLS: Skill in the use of personal computers, various related software programs, and standard office equipment. Strong communication skills, both verbal and written. Demonstrated skill in effectively leading and developing teams, Strong time management, analytical, organization, and prioritization skills. Customer service orientation and skills. Effective conflict resolution and leadership skills. Exceptional interpersonal skills, and strong oral and written communications skills with a variety of audiences. Competence in business English, spelling, and punctuation. Strong reasoning, analysis, and problem- solving skills, combined with excellent judgment and professionalism.
ABILITIES: Ability to establish and maintain an effective working relationship with city management, employees, Council members, other entities, and the public. Demonstrated ability to manage division personnel and equipment. Self-motivated with proven ability to work independently. Communicate effectively, both orally and in writing, with individual and groups.
The ability to communicate complex material in a simple, understandable manner. Ability to write work reports and maintain records and logs. The ability to read and interpret technical manuals, work orders, blueprints, diagrams, and sketches. The ability to operate heavy equipment and hand/power tools used in public works operations. Ability to analyze operational situations objectively, and effectively respond to public works emergencies. Ability to maintain confidential information of the position. Physical ability to perform the essential job functions.
SPECIAL REQUIREMENTS/LICENSES:
• Possession of a valid Oregon Driver’s License at time of hire
• State of Oregon Level Ill Wastewater Treatment certifications at time of hire
• State of Oregon Level IV Wastewater certification within six months of hire
• Occupational Noise Exposure training at time of hire
• Forklift training within 6 months of hire
• First Aid/CPR within 6 months of hire
• Confined Space training within 6 months of hire
• Competent Person training within 6 months of hire
• Work Zone Traffic Control (flagger) training within 6 months of hire
• Lock-Out— ag-Out training within 6 months of hire
• Other certifications as required by position classification
DESIRABLE QUALIFICATIONS:
• Bachelor’s Degree in Wastewater Technology
PHYSICAL DEMANDS:
Work location is primarily indoors where most work occurs under plant conditions at the lab or operations building, and may involve exposure to loud noise, offensive smell, dust, heavy machinery, chemicals, and fumes. The employees are exposed to the risk of physical harm from hazards, including excessive noise, chemicals, fumes, raw sewage, heavy equipment, and hand and power tools.
SAFETY CONSIDERATIONS:
The employee will wear proper protective equipment in compliance with OSHA standards to include safety tip shoes/boots, safety glasses, hearing protection, gloves, hardhat, reflective vests, and respirators when and where recommended/required.
