Responsible for the operations and maintenance of the water distribution system, including emergency backup wells, pump stations, reservoirs, piping network, valves, and all other appurtenances; for operations and maintenance of the wastewater collection system (except lift stations); and for utility locating services for water, sewer, storm, and city-owned conduit. Serves as the Direct Responsible Charge (DRC) for the City’s water distribution system. Supervises, plans, coordinates, and performs the maintenance and repair of City utility systems; coordinates, monitors, and provides technical input for assigned maintenance, operations, and related projects and programs; provides responsible technical assistance to the Public Works Director; performs a variety of technical tasks relative to the assigned functional area; and performs related work as required.
This position reports to the Public Works Operations Manager and exercises direct and general supervision over technical and maintenance staff.
This is the full supervisory-level class in the Public Works Maintenance series. Incumbent is responsible for planning, organizing, supervising, reviewing, and evaluating the work of water and wastewater maintenance staff either directly or through lead workers. The incumbent is expected to independently perform the full range of water and wastewater maintenance duties. Performance of the work requires the use of considerable independence, initiative, and discretion within established guidelines. This class is distinguished from the Public Works Operations Manager in that the latter has management responsibility for all Public Works operations and maintenance activities.
Responsibilities
ESSENTIAL JOB FUNCTIONS
The following tasks are representative and not to be considered all inclusive.
Staff Supervision
- Plans and assigns work
- Ensures appropriate and safe work methods and practices are used
- Reviews and approves timesheets and leave requests
- Reviews work for quality and completeness

Oversees utility system operations and maintenance
- Planning and scheduling: develops, implements and updates annual maintenance programs for the City’s water and wastewater utilities.
- Routine sampling and water quality monitoring: ensures Oregon Health Authority (OHA)regulatory sampling is performed on time according to Standard Methods and Oregon Administrative Rules (OAR).
- Cross connection control and elimination: Oversees cross connection control program (backflow) and is responsible for ensuring compliance and timely submission of the Annual Summary Report (ASR) to the OHA.
- Reporting and Record Keeping:Complies with all OHA reporting and record keeping requirements regarding laboratory analysis of water samples to the OHA(according to Oregon Administrative Rules); lead and copper to the OHA, including public education program requirements; retain complete and current as-built plans, master plans and operation and maintenance manuals; retain data showing production capabilities of each water source and system component, number typed and location or service connections, water quality (both chemical and microbiological) maintenance activity, sampling and analysis activity residuals disinfection measurements, cross connection control and backflow prevention device testing along with handling customer complaints and follow-up action taken. Provide wastewater collections information for annual Inflow and Infiltration Report.
- Consumer Confidence Report: Develop and distribute annual Consumer Confidence Report (CCR) for the water system according to Oregon Administrative Rules.
- Operation and Maintenance: Oversees all aspects of operations and maintenance of water distribution and wastewater collections systems effectively and in accordance with the manufacturer’s specifications and best industry practices; ensure leaks, broken or malfunctioning equipment are repaired or replaced promptly; notify customers in a timely manner of impending repairs which may temporarily affect the quality or quantity of service; and take appropriate action to assure safe drinking water during emergencies. Assist with hazardous materials spill incidents; and perform other construction or maintenance duties, as needed.
- Asset Management: Utilize asset management program for all utilities. Learn and utilize Asset Management Software (Cartegraph). Develop and update Capacity, Management, Operations and Maintenance (CMOM) program for the wastewater collections system.
- Plan Review & Design Coordination: provide input on construction, installation, remodeling or rehabilitation of the water distribution, wastewater collections and telemetry systems.
- Water Distribution System Direct Responsible Charge (DRC): per Oregon Administrative Rules, assumes role of City’s certified operator supervising the technical operation of the distribution system; and establishes and executes specific practices and policies for operating the distribution system in accordance with policies and practices of the City. Follows the requirements of the public water system rules, and engages in the actual day-to-day operation and/or on-site supervision of the water distribution system or other operators. Takes appropriate actions during a water system emergency.
Equipment Operation and Maintenance
- Safely operates equipment necessary to perform work.
- Performs routine inspection and maintenance necessary for the efficient and safe operation of the equipment (safety inspection, grease and oil, hydraulic systems, etc.)
- Correctly operates or oversees the operation of equipment and vehicles to reduce waste, limit noise pollution, and maximize effectiveness.
- Promptly reports equipment and vehicle problems to Fleet Services personnel.
- Use desktop computers and mobile devices in accordance with City policy.
Safety
- Ensure that safety programs and training meet OSHA, OR-OSHA requirements.
- Assist in formulation of safety procedures and precautions during project and work planning.
- Monitor on-site safety practices and make necessary adjustments to work procedures as conditions change.
Budget
- Develop budgets for division related expenditures.
- Approve all purchases related to division maintenance.
- Monitor division related budgets.
- Ensure compliance with State contracting and purchasing procedures.
- Evaluate and provide input to division capital improvement plans.
Complete other tasks as assigned.

Qualifications
Associate’s degree in water technology or related field of study and four (4) years of progressively responsible experience in in the maintenance or construction of water and/or wastewater systems, including at least two (2) years of supervisory or lead worker experience.

High school diploma or GED and six (6) years of experience in the maintenance or
construction of water and/or wastewater systems, including at least two (2) years of
supervisory or lead worker experience.
Required Certifications/Licenses: Candidates must possess, or have the ability to obtain within six (6) months, the certification/licenses below.
- Class B Oregon Commercial Drivers License
- Flagging Certificate
- Competent Person
- CPR/First Aid and AED Certification
- Level III Water Distribution System Certification
- Desirable but not required – Level IV Water Distribution System Certification and Wastewater Collection System Certification Level I, II, III, or IV.

Additional Information
Work Environment: Work is mainly performed outdoors regardless of weather conditions. Fieldwork may occur in developed areas as well as active construction zones, including rights-of-way. The responsibilities of the position may place the employee in close proximity to heavy construction equipment, open excavations, uneven terrain, and paving projects. Incumbent maybe required to work in extreme weather conditions, utilize chemicals, and work in active traffic zones.
Physical Requirements: Must possess mobility to work in the field; strength, stamina, and mobility to perform medium to heavy physical work, to work in confined spaces, around machines, and to climb and descend ladders, and operate varied hand and power tools and construction equipment; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone or radio. The job involves fieldwork requiring frequent walking to identify problems or hazards. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard, tablet, and/or calculator and to operate above-mentioned tools and equipment. Positions in this classification bend, stoop, kneel, reach, and climb to perform work and inspect work sites. Employees must possess the ability to: lift, carry, push, and pull materials and objects weighing up to 75 pounds; push and pull materials and objects weighing up to 150 pounds; and lift, carry, push, and pull heavier materials and objects with the use of proper equipment.
Cognitive Functions: Work is performed with a moderate level of independence with some general direction. Some policies and/or procedures exist. Incumbents determine own practices and procedures and contribute to the development of new concepts. Most problems are moderately to highly complex, requiring decision making with precedent occasionally available. An incumbent has significant control over the planning and performance of the work. The major responsibilities and essential functions involve a moderate degree of complexity such as compliance with a myriad of federal and state rules and regulations for construction, maintenance, operation of systems. Creativity and innovation are occasionally required. Errors could result in liability to the City for hazards or regulatory noncompliance.
Tools/Equipment Used: Including but not limited to backhoes, utility vehicles, dump trucks, combination sewer cleaner truck, weed trimmers, fertilizer spreader, chainsaws, hedge trimmers, generators, compressors, trailer mounted vacuum excavator, concrete saw, chipper, paint sprayers, utility locating equipment, hydraulic pipe cutter and various electric, and manually powered hand tools; leak detector, pH meter, chlorine residual tester, gas cutting torch, mowers, trailers, mini-excavator, and tractors with attachments. General office equipment including but not limited to: desktop computers and mobile devices, printer, telephone, fax machine, and copy machine; computer software including but not limited to: word-processing, spreadsheet, website, and database programs.
