City of St. Paul Oregon is accepting applications for the position of Public Works Utility Worker/Operator, full-time.
Summary: Primary duties include operating and/or maintenance of the water treatment facilities, the water distribution system, the sewer collection and sewer treatment systems, streets, storm drains, structures and parks. Applicants should have experience and knowledge of practices and procedures used to repair and restore water and sewer services. The applicant must have demonstrated prior abilities to perform heavy manual labor, the ability to interact effectively with the public and co-workers.
This position works under the general supervision of the Public Works Supervisor, which is responsible for the operation and maintenance of the streets, structures, motor pool, parks, water/wastewater treatment plants, water distribution and wastewater collection systems.
MINIMUM EXPERIENCE AND EDUCATION REQUIRED: Experience, education, or training that which provides the required knowledge, skill and abilities to perform the essential job functions. Must have graduated from a senior high school or have passed the GED requirements and can acquire the needed certifications required for this position in the timeline outlined under special requirements/licenses.
Knowledge, Skills, Abilities: The City of St. Paul is looking for an energetic, self-motivated, quick-learning candidate with a basic understanding of safe and appropriate use of tools and heavy construction equipment. Knowledge of hydraulics, pumps, motors, utility repair, maintenance, plumbing, landscaping and basic electrical is preferred. Candidate must have the ability to maintain accurate records and forms; communicate clearly; perform complex math equations; use a computer and MS Office Programs; meet preventative maintenance timelines and goals; work effectively with employees and the public. Follows state, federal regulations and codes.
Working Conditions: This position is physically demanding and requires extended periods of lifting, carrying, jackhammering, shoveling, and other forms of manual labor. Must have the ability to bend, crawl, and work in restricted areas. Must be able to lift tools, equipment, or materials weighing up to 50 lbs. Work may be performed in a fast-paced environment and/or under adverse weather conditions.
SPECIAL REQUIREMENTS/LICENSES: Must live close enough to be able to be on the job site within 1 hour. Must be able to work some holidays and weekends. Must possess a valid Oregon Class C driver’s license with acceptable driving record; Must obtain an Oregon Water Treatment I Certification and a ODEQ Wastewater treatment 1 Certification within 2 years. Must obtain an Oregon Water Distribution 1 Certification and a ODEQ Wastewater Collections 1 Certification within four years of hire. Must obtain Traffic Control, Competent Person Cave-in Protection, and Confined Space Entry certifications within 2-years. Must pass a criminal background check and a drug/alcohol screening test.
DESIRABLE QUALIFICATIONS: Energetic, self-motivated, quick-learning candidate with a basic understanding of the industry. Possession of Level I Oregon Water Treatment 1 Certification and ODEQ Wastewater Treatment 1 Certification at time of hire, previous experience working in public works, knowledge of utility construction standards, familiar with computers, Microsoft Office software and ability to learn and use a SCADA system.
Compensation (Pay Scale): $20.00 -$25.00 depending on qualifications

$25.00-Oregon Water Treatment 1, ODEQ Wastewater Treatment 1, Oregon Water Distribution 1, and ODEQ Wastewater Collection 1
