GENERAL STATEMENT OF DUTIES AND RESPONSIBILITIES:

The person filling this position will be expected to maintain and repair property of municipality, individually or as part of a crew, by performing manual labor in general construction and maintenance operations primarily within the public transportation system, public facilities/utilities, buildings and grounds. Maintains City buildings, grounds and facilities; City parks and recreation areas including Memorial Field. Six-Months experience in building construction, public works, grounds maintenance, or related work experience is desired. Knowledge of street, water or wastewater maintenance. Desired knowledge and understanding of the operation of Water Distribution systems and of streets, drainage, and sewage systems. Must have valid Oregon Class B & C Commercial Driver’s License or the ability to obtain one upon acceptance of the position. Possession of, or the ability to obtain Oregon flagger’s certification card.
General Roles and Responsibilities
Primarily considered an entry level position, person filling this position will be expected to maintain and repair property of municipality, individually or as part of a crew, by performing unskilled and semiskilled manual labor in general construction and maintenance operations primarily within the public transportation system, public facilities/utilities, buildings and grounds. Maintains City parks and recreations areas, landscapes and maintains grounds at City buildings and facilities, and maintains playing field and City facilities at Memorial Field. Property maintenance: assorted building related preventive maintenance and responsive maintenance including minor repairs, weather related building maintenance, scheduled preventive maintenance projects.
Supervision Received and Exercised
- Position functions under the direction of the Public Works Superintendent.
- This position has no Supervisory responsibilities.
Knowledge and Skills Required
Graduation from High School or GED equivalency.
Six-Months experience in building construction, public works, grounds maintenance, or related work experience is desired.
- Must have valid Oregon Class B & C Commercial Driver’s License or the ability to obtain one upon acceptance of the position.
- Obtain the ability to test for level 1 certification in water distribution or wastewater collections within twelve (12) months of hire desired but not required for this position.
- Possession of, or the ability to obtain in a timely manner upon appointment, Oregon flagger’s certification card.
- Desired knowledge and understanding of the operation of Water Distribution systems and of streets, drainage, and sewage systems.
- Clear and legible handwriting is a must, as is the ability to communicate clearly and diplomatically with the public.
- Good public relation skills.
- Ability to meet quality standards set by City, State, and Federal regulative agencies.
- Knowledge of street, water or wastewater maintenance.
- Communication: Frequent (60-80%) communication inside and outside the organization.
- Creativity: Minimal (>20%) assigned responsibility for creation, development or design of new product, program, methods, system, procedures or policies. The requirement to generate new ideas, innovate from current practice or create original work is only incidental to other aspects of the position. There is the expectation to identify ideas to improve own work processes or work group processes.
A. Perform transportation system preventative maintenance and repair/replacement activities including maintain and repair asphalt, gravel and concrete surfaces. Fabricate, install and maintain traffic control and informational signs. Perform street maintenance services such as snow/ice control, street flushing/sweeping and leaf collection.
B. Repair and maintain the City’s public buildings and grounds, as necessary. Construct or remodel facilities inspect major building components and assist with repair and maintenance schedules.
C. Inspect, install, maintain, operate, and repair the City’s water distribution, wastewater collection, and storm water systems.
D. Performs meter box maintenance, including, but not limited to, maintaining address numbers of meter box and keeping meter box clear of debris and vegetation for easy location
E. Installs water meters and service connections. Tests water meters to check accuracy. Carries out limited repair to meters. Performs plumbing repairs on service connections
F. Reads water meters and records results for billing purposes. Delivers notices to customers when required and communicates with the public with respect to these duties.
A. Performing necessary tasks to maintain lawns, trees, shrubs, and flowers, such as mowing, fertilizing, weeding, and watering, at City buildings and facilities.
B. Maintaining buildings, grounds, and equipment in City parks.
C. Designing and implementing outdoor floral landscapes.
D. Maintaining City grounds related equipment.
E. Maintaining buildings, grounds and equipment at Memorial Field.
F. Assisting with designs and construction of new facilities at parks and other City facilities.
G. Inspects, maintains and repairs playground equipment.
H. Building Maintenance of all general fund buildings.
I. Scheduled preventive maintenance projects.
A. Proactively assess customer needs; respond expediently to requests; demonstrate concern for customer and treats customer with dignity and professionalism
B. Maintain daily records and reports pertaining to activities, equipment, and materials utilized as required including daily chlorine residual tests with chlorine monitor
C. Maintains a variety of written records including monthly water blow-offs, daily work orders including checking meters, water flow and replacing meters.

This level has a work environment that contains hazards or obstacles on a regular (60-80%) basis. Exposure to working conditions such as high noise levels, heat, cold, lack of lighting, confinement, chemicals, inclement weather, machinery, contagious diseases, or where interactions with hostile, attacking individuals occur frequently and create a moderately high level of work risk or hazard.

Positions at this level require significant (60-80%) physical effort and manual labor, such as lifting of heavy objects, carrying, constant movement, digging, bending, squatting, etc. Positions with sustained physical effort for most of the work time are to be placed here. While performing the duties of this job the employee is frequently required to reach with hands and arms, stand, walk, sit, use hands to finger, grasp, handle, feel or operate objects, tools or controls and talk and hear. The employee is occasionally required to kneel and crouch. Physical capability involves use of office or equipment where some agility and hand eye coordination are needed. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.
