The Oregon Department of Environmental Quality has a full-time opportunity available for a Hazardous Waste Data and Invoicing Specialist (Administrative Specialist 1). This position will be located in Portland, Oregon.

The Land Quality Division supports the agency’s mission by managing environmental cleanups, assessing cleanup sites, promoting manufacturing and recycling of non-toxic commercial products, safely managing the disposal of solid and hazardous wastes, overseeing the state’s underground storage tank and heating oil tank programs, ensuring timely response and cleanup of spills of oil and hazardous materials, and regulating safe discharge of ballast water to state waters.

What you will do!
You will be part of a team to help implement the Hazardous Waste Program’s agency-wide environmental data management system. You will implement changes to reporting and invoicing forms, information management systems, and procedures by identifying process improvements, and you will work with managers and staff to implement procedures and processes to further program objectives. You will serve as the program’s expert on program reporting by understanding and explaining rules, policies, and procedures. You will improve communications with external and internal stakeholders. You will receive and review notification and reporting forms from companies regulated by hazardous waste rules; verify forms for accuracy and resolve discrepancies by explaining laws, rules, or procedures; approve submitted forms; issue new Resource Conservation and Recovery Act (RCRA) site identification numbers; and track hazardous waste generation and management for the Hazardous Waste Program. In addition, you will support invoicing of hazardous waste generators.

What are we looking for?
Minimum Qualifications: 3 years of clerical/secretarial experience that included 2 years at a full performance level performing typing, word processing, or other generation of documents. Lead work responsibility or coordination of office procedures experience.
Candidates who are most competitive will also reflect the following:
- Excellent verbal and written communication skills and interpersonal skills; advanced ability to translate technical data and information into plain language for lay audiences; high degree of proven, excellent customer service, preferable involving complex or scientific information.
- Strong organizational and time management skills with an ability to switch priorities or projects seamlessly; high aptitude for learning new things and an ability to pay attention to detail.
- Experience with databases, including entering data, running reports, and maintaining data integrity; experience performing data entry accurately; ability to pay attention to detail.
- Experience in a fast-paced work environment with shifting priorities and varying demands.
- Experience explaining rules and procedures, as well as experience processing requests for information.
- Experience researching, analyzing, and interpreting data and other information.
- Proficient in Microsoft Office: Word, Excel, Outlook, and PowerPoint
Work is primarily in an office setting. There will be occasional travel for public hearings, visits to other DEQ regional offices, conferences, trainings, and meetings. There may be some evening work, overnight stays, and/or weekend work.
