Engineering Technician-Inspector

General Job Description

The Engineering Technician-Inspector is responsible for duties as assigned on a full range of civil works projects and technical studies. The position requires frequent interaction with other staff and the public, and also good project oversight and inspection, problem solving and independent judgment and decision making appropriate for a Engineering Technician-Inspector position.

The Engineering Technician-Inspector assists the Public Works Director with division budget and finances, safety, long and short-term planning related to division services. Performs a full range of project activities for multiple construction projects prepare project bid documents and advertise request for proposals; prepare correspondence; represent the City at construction meetings as needed; evaluate condition and conflicts of pertinent utilities; interact extensively with affected citizens; inspects construction while work is in progress for adherence to plans, specifications, and other agency standards and regulatory requirements; may act on behalf of Public Works Director to interpret specifications and interact with contractors; obtain permits from county, ODOT, resource agencies, and other regulatory agencies; effectively manage project costs; maintain clear and concise project records.

Prepare final project reports and evaluations and assists Public Works Director by monitoring project activities and maintaining project schedules; analyze development proposals for infrastructure impacts and determine compliance with development standards and reports findings; process development review records; represent department at staff review and public meetings to explain proposed requirements. Related work as assigned or required.

Essential Functions-Duties & Responsibilities
An employee in this classification may perform any of the following duties; however, these examples do not include all the specific tasks which an employee may be expected to perform. Duties and responsibilities are subject to change by the employer as the needs of the employer and requirements of the job change.

  • Organizes and directs the daily activities, projects, and programs for which the department has responsibility.
  • Coordinates and schedules priorities among other supervisors for implementation of department projects.
  • Keeps Director apprised of the status of all project activities daily or weekly.
  • With Director, evaluates the workload and budget for capital projects in the street, sewer, water, storm water, parks, and system development charge fund.
  • With Director, manages updates to the city’s public works standards, municipal code, and master plans.
  • Maintains a variety of records relating to inspections, maintenance activity.
  • Responds to complaints with information on water leaks, pressure loss and evaluates related problems. Makes contacts with residents and explains service disruptions and provides related information.
  • Staff engineering technicians are on call occasionally and may be required to assist crews in an emergency and respond to inquiries from the public.
  • Support a positive work environment. Treat other employees with respect. Work to resolve issues of conflicting personalities and needs.
  • Performs other related duties as required or directed.

Minimum Qualifications

Education & Experience

  • High School diploma or equivalent.
  • Five (5) years of related experience in engineering and construction inspection duties for parks, water, sewer, storm, and street facilities.
  • Experience with hand tools and other power tools.
  • Maintain a high safety awareness for employees working in and around equipment.
  • Knowledge of contemporary principles and practices of heavy construction.
  • Demonstrated ability to complete projects on-time.
  • Demonstrated ability to plan, design, and execute programs and capital projects.
  • Demonstrated ability to respond to citizen complaints and questions on related projects and helps to resolve these problems.

Licenses, Certifications & Other Requirements

  • Licensed as an Engineering-in-training in the State of Oregon is preferred, but not a requirement for the position.
  • Licensed as a Certified General Construction Inspector in the State of Oregon is preferred, but not a requirement for the position.
  • Valid Oregon driver’s license.

Knowledge, Skill and Abilities

Skills and Knowledge Required

  • Ability to read and interpret construction plans and record drawings.
  • Must have a through and complete working knowledge of Microsoft Office suite.
  • Ability to promote positive public relations and provide good customer service.
  • Effectively communicate and interact cooperatively with coworkers, supervisors, contractors, and the general public to complete projects.
  • Excellent written and oral communication skills are required which includes the ability to translate technical data into terms understandable to the general public.
  • Demonstrated ability to effectively supervise publicly funded projects is required.
  • Ability to establish and maintain effective working relationships with division supervisors, representatives of other public agencies, and the general public is required.
  • Knowledge of municipal public works operations.
  • Knowledge of contemporary principles and practices of civil engineering.
  • Educational background and work experience related to municipal infrastructure.
  • General knowledge of federal and state regulations.
