Arch Cape Water & Sanitary District

Summary Statement
The District Manager is responsible for providing the community of Arch Cape, Oregon with high quality, cost-effective and dependable water and sewer service in compliance with Oregon statutes, District goals, and Board-adopted policies and procedures.

This senior-most position is responsible for the administration, operation and maintenance of the water system and fulfilling the District’s contractual responsibilities for the operation of the Wastewater Treatment system. The Districts serve 300 water and 350 sewer connections for Arch Cape. Water and wastewater is processed in membrane treatment plants built in 2014 and 2009.

The District Manager is also responsible for the administration of district contracts and the execution and administration of District policies including financial, planning, compliance and customer relations.

Duties and Responsibilities
The examples of duties and responsibilities listed below for this position are not intended to be all-inclusive, but establish a flexible, functional base from which the incumbent operates. This list may be modified with additions, deletions or changes required to achieve organizational goals and objectives. The District Manager’s essential duties and responsibilities include the following:

District Oversight

  • Direct, manage and coordinate District operations, staff and facilities.
  • Administer the implementation of the districts’ plans related to public works, including ensuring compliance with related County, State and Federal policies, rules, and regulations.
  • Oversee budget and develop, review, and present short and long-term plans.
  • Supervise and direct all employees of District and oversee contract labor.
  • Initiate and manage District services, policies, procedures and controls.
  • Complete and/or maintain all public records of the District.

Board and Community Relations

  • Ability to work effectively with a special district governing board, especially when there is conflict, is key to success in this position.
  • Develop and implement policies set by the board and provide leadership in all aspects of District operations.
  • Provide the District Boards, and any agency District has contracted to manage, with information about Water Treatment and Wastewater Treatment Plants, policies and customer relations.

  • Represent the District in interacting with customers, members of the public, contractors, service providers, and other public agencies. Respond to inquiries, complaints, and information requests.

Budget and Finance Management

  • Oversee development, presentation and approval of budget.
  • Monitor revenue and expenditures, making adjustment recommendations as appropriate to achieve district objectives within budgetary constraints.

System Operation

  • Ensure the safe and ongoing operations of the districts’ utility systems and services.
  • Operate districts’ plants, oversee sampling and biological and chemical testing, and ensure conformance as required or mandated. Collect data and prepares required reports for state and federal agencies.
  • Assure appropriate maintenance of pumps and valves and other plant equipment for proper operation; evaluate equipment condition and make recommendations and/or plan and schedule work for repair, rebuilding or replacement, or installation.
  • Provide support to the District Engineer in the planning and building of public works projects.
  • Ensure maintenance of accurate operating records, including system maps, tests, data, and log of activities.
  • Control inventory of equipment, parts, supplies and chemicals.
  • Implement industry safety practices and procedures and District safety guidelines.
  • Ensure necessary staffing for District operations and manage all District emergencies.

Arch Cape Forest

  • Work with the Water District Board of Directors and implement policy and financial plans established by the Board.
  • Develop and maintain partnerships with neighboring landowners, agencies, and organizations.
  • Manage relationship with, and oversight of, contractors.
  • Coordinate policy implementation efforts, negotiate with outside agencies, and governmental entities.

Qualifications
Mandatory Requirements

  • Five (5) years increasingly responsible experience in a public works district; or equivalent experience with considerable experience in municipal government; or any equivalent combination of experience and training that provides the required knowledge, skill and ability.
  • High school graduate or
  • Residence within 15-minute drive of District plants upon employment.

Knowledge and Skills

  • Strong verbal and written communication, interpersonal relation, and listening skills.
  • Must possess good time management and organizational skills, attention to detail and ability to work independently, as well as possess the ability to provide direction and supervision as needed.
  • Ability to operate and maintain a variety of hand and power tools and equipment, such as lab equipment, emergency generators, chain saws, detection equipment, and­ light trucks and trailers.

Certifications and Licenses
The District Manager must possess and maintain the following:

  • Oregon Water Distribution Operator Certification: Level 1
  • Oregon Water Treatment Operator Certification: Level 1
  • Oregon Collections Operator Certification: Level 1
  • Oregon Wastewater Treatment Operator Certification: Level 3
  • Oregon State driver’s license

Work Conditions
This position requires availability on nights and weekends in addition to normal business hours. Daily operation typically requires sitting, standing, walking outdoor sites in varying weather conditions, lifting up to 25 pounds and operating motor vehicles.

On-call duty shared with one other field operation employee on a scheduled basis for emergency locates or system failures.

Desirable Requirements

  • Associate degree or sixty (60) college or university semester credits.
  • Experience with grants and funding.

Salary Range and Benefits

  • $65,880 – $106,365

  • The District Manager is a salaried position with some discretion to set hours of work to fulfill required duties.
