The Oregon Department of Environmental Quality has a full-time opportunity available for a Classification Analyst (Human Resources Analyst 2) in Portland, Oregon.

The Central Services Division (CSD) assists the Agency in achieving its mission by providing central management services for the agency in accounting, budgeting, information systems, human resources, health and safety, training, policy and organizational development, purchasing, and facilities management. The division serves headquarters and 3 regional divisions, the Vehicle Inspection Program, and the Laboratory and Environmental Assessment Division. Services are provided for over 700 positions, various local and regional governments, and directly to citizens.
The Human Resources Section of the Central Services Division (CSD) is located out of Headquarters in Portland. It provides a full range of human resource services, including, but not limited to: employee and labor relations, recruitment and selection, diversity and inclusion, position classification, benefits support, guidance on policy and procedure, and record keeping.

What you will do!
You will act as the Agency’s subject matter expert related to position classification. You will perform classification reviews and analyses for new and existing positions in order to ensure positions align within DEQ and are placed accurately within the State of Oregon’s classification system. This will include determining the appropriate classification and FLSA exemption status. You will work with managers and employees to understand the agency mission as well as the specific responsibilities of positions; this will include desk audits.

What are we looking for?
Minimum Qualifications: Bachelor’s degree in Human Resource Management, Organizational Behavior or Development, Business or Public Administration, the Applied Behavioral Sciences, Industrial Relations, or a related degree, AND 2 years of professional-level Human Resources experience. If you have an unrelated degree, you need 5 years of Human Resources experience with 3 of those years being at the professional level. If you have a PHR certification, you need 3 years of professional-level human resources experience.
Candidates who are most competitive will also reflect the following:
- Experience with classification, compensation, or recruitment.
- Experience in human resources in the public sector or a union environment.
- Demonstrated understanding of environmental justice and the historical impacts for marginalized and underrepresented communities; ability to take personal responsibility for increasing their knowledge of environmental justice and diversity, equity, inclusion, and belonging.
- Excellent verbal and written communication skills; ability to provide clear, concise, and compelling communication of policy and technical information tailored to the needs of diverse audiences; skill in writing clear and concise reports that include qualitative and quantitative analyses, recommendations, and conclusions.
- Strong organizational and time management skills with a high aptitude for learning new things and an ability to pay attention to details.
- Experience explaining, interpreting, and applying Federal and State employment laws, policies, procedures, rules, regulations, collective bargaining agreements, and Human Resource functions and best practices
Working Conditions:

This position will be based out of DEQ’s Headquarters office in Portland, however, the successful candidate may be eligible for hybrid work. The logistics of hybrid work will need to be worked out with the Hiring Manager prior to your hire and may be changed at any time given specific job duties and business needs. This position will require as needed travel to DEQ offices and sites. DEQ will provide necessary hardware (laptop, monitor, keyboard, mouse, and cell phone) for an employee to successfully work from home. This position will require some travel to DEQ offices and sites on an as-needed basis. At DEQ sites, you will have access to a workspace, however, it may be shared with other employees.
Work is performed in a fast-paced professional office setting with multiple demands on time. This position involves occasional lifting of objects which weigh up to 25 pounds. This position requires occasional travel on official State business for meetings, conferences, public hearings, and trainings, some of which may include overnight stays and/or overtime.
