The Oregon Department of Environmental Quality has a full-time opportunity available for a 401 Water Quality Specialist (Natural Resource Specialist 2) in Portland, Oregon.

There are 3 regions (Northwest, Western, and Eastern); this position is in Northwest Region. The Regions provide the following services: compliance inspection of regulated entities; enforcement of permit requirements and administrative rules; issuance of air, water, and solid waste permits; investigation of complaints; issuance of subsurface permits in counties; response to spills or other incidents with environmental impacts; direct contact and liaison with other governmental entities, industries, and the public; and technical assistance to regulated entities and the public.

What you will do!
You will review and evaluate applications for proposed dredge and fill permits, establish appropriate on-site conditions to protect water quality / beneficial uses, and conduct field inspections to ensure compliance. You will support the senior level position tasked with coordinating and implementing the program through executing your portfolio of projects and participating in 401 program team projects.

What are we looking for?
Minimum Qualifications: Bachelor’s degree in a physical science, environmental science, natural resources, or closely related field, AND 2 years of experience in a natural resource or environmental field (an equivalent combination of education and experience is acceptable).

Candidates who are most competitive will also reflect the following:

  • Demonstrated understanding of environmental justice and the historical impacts for marginalized and underrepresented communities; ability to take personal responsibility for increasing their knowledge of environmental justice and diversity, equity, inclusion, and belonging.
  • Experiencing interpreting rules, regulations, laws, agency guidance, and procedures for internal and external partners.
  • Knowledge of the Federal Clean Water Act, in particular, sections 401 and 404.
  • Experience conducting fieldwork and performing environmental monitoring and sampling, preferably for water quality related permits or 401 water quality certifications.
  • Experience conducting public meetings and hearings related to regulatory decisions.
  • Experience efficiently managing data and information within multiple computer systems; experience reviewing technical reports and analyzing scientific data.
  • Experience issuing 401 water quality certifications.
  • Excellent verbal and written communication skills; ability to provide clear, concise, and compelling communication of policy and technical information tailored to the needs of diverse audiences.

Working Conditions:
Work is performed primarily in an office setting, however, field work is required. Field trips to project sites (wetlands, rivers, estuaries, etc.) may be for 4-5 days at a time and involve extensive driving. During field activities, there is the potential for exposure to inclement weather, pollutants, contaminated soil and water, fumes, and airborne contaminants. Statewide travel for meetings, trainings, public hearings, public meetings, conferences, and seminars may occur, including some evening work.
