Position Title: Utility Worker I & Utility Worker II

Utility Worker I
Term: Full time
Salary: $3,898 – $4,519/month
Hours: 40 hours/week with full benefits (health, dental, vision, retirement)

The City of Rockaway Beach is seeking a motivated individual to join the Public Works team as a Utility Worker
I. This entry-level position performs a variety of technical duties related to the construction, maintenance, and operation of the City’s public infrastructure, including water, wastewater, and street systems.

Essential Duties:
• Perform general maintenance and repair of water, wastewater, stormwater, and street systems.
• Assist with installation and repair of water and sewer services.
• Operate light and heavy equipment safely and effectively.
• Perform utility locates, meter reading, and basic recordkeeping.
• Maintain tools, equipment, and vehicles in safe working condition.

Minimum Qualifications:
• High school diploma or GED.
• Valid Oregon Driver’s License.
• Possess or the ability to obtain Oregon Water Distribution I and Oregon Wastewater Collection I Certification within 2 years of employment.
• Ability to perform manual labor outdoors in various weather conditions.
• Ability to obtain an Oregon Public Pesticides Applicator License with Right-of-Way endorsement within 1 year.

Preferred Qualifications:
• Experience in public works, water, wastewater, or street maintenance.
• CDL or utility-related certifications are desirable.

Utility Worker II (Full-Time, Supervisory)
Salary: $4,678 – $5,423/month
Hours: 40 hours/week with full benefits (health, dental, vision, retirement)

The Utility Worker II must demonstrate competency in all Utility Worker I duties and possess supervisory and project management skills. This position supervises daily field operations across water distribution, wastewater collections, and street maintenance.

Additional Responsibilities:
• Supervise field operations within the Public Works Department.
• Review permit applications, plans, and drawings for City Right-of-Way projects.
• Attend pre-construction meetings and conduct final project inspections.
• Manage and oversee all City field projects from planning to completion.
• Install and inspect water and sewer line taps ensuring compliance with City standards.
• Perform system locates and maintenance on pumps, reservoirs, and infrastructure.
• Safely operate all City vehicles and heavy equipment.

Minimum Qualifications:
• Oregon Level II Water Distribution and Wastewater Collection II Certifications (or ability to obtain).
• Oregon Public Pesticides Applicator License with Right-of-Way endorsement or the ability to obtain within 1 year.
• 2–7 years of experience comparable to a Utility Worker I.
• Demonstrated experience in construction, utilities, and public works supervision.
• Strong communication, planning, and organizational skills.
• Valid Oregon Driver’s License. CDL preferred.

General Requirements (Both Positions):
Must pass background, driving, and pre-employment drug/alcohol screening.
Must be able to respond to call-outs or emergencies within 20 minutes.
